This drawback has been seen in action several times in the series, proving that it affects everyone who has consumed one of these items. Most Devil Fruit users avoid touching the sea at all costs, as they are aware of what falling into the water may mean. Still, one of the Five Elders, the relentless Warcury, did not seem too concerned about this weakness during the events of chapter 1119.
As the Straw Hat Crew and their friends sailed away from Egghead Island, the World Government official tried to sink the ship by striking it withhis monstrous boar-like transformation. By doing this, Warcury would have a high likelihood of falling into the water and becoming afflicted by the curse of a Devil Fruit user. Seeing as the experiments this cruel man conducted on Bonney were not an isolated event, there is a high possibility of him having discovered many unknown properties of these objects. Saturn could have found a way to overcome the curse that would prevent his allies from touching the Sea.

It is possible that these abilities were granted to them after eating extremely rare and powerful Devil Fruits. Still, the series has also often hinted at their abilities not being entirely natural. If the Five Elders have indeed altered their bodies or abilities to become stronger, it would make sense for them to have eliminated their biggest weakness.
